Don't download episodes over metered wifi

In Android 10 it is possible to add a wifi network as "metered". If the App can access this setting, it would be great to have an Option that causes PA to refrain from automatic downloads when on a metered network. This is a vital feature for users from Germany.

    This would be wonderful. My podcast device is connected to metered wifi all day and I don't want it to try downloading on it.
