Option to always show notification
This would basically be a quick way to launch the app from the notification area (where PA normally appears anyway, when it's running) - but would also allow you to start (i.e., resume) playing, without needing to launch the full UI (in addition to being able to launch the full UI, if you want).

The player notification can only be displayed when the player service is running. It cannot be displayed once the player service has been killed.
In your case it looks like the app service has been killed (Moto G ?) -

This would be useful for me. On a low memory phone (1Gb), I can have the navigation running and podcast addict playing in the background, but when the navigation speaks, podcast addict gets closed (removed from notification area). It's too dangerous to resume playback while driving so I need a way to press play again that is as easy as possible.
I've thought of using a widget floating tool but that will just add to the memory load. Isn't there a constantly running service that initiates the podcast refresh? Can it keep the playback controls available in the notification area? -

There are apps that let you set up notification shortcuts to whatever apps you would like to get to quickly, such as Notification Toggle, Power Toggles, and Settings Extended. This advice should help not just for Podcast Addict, but any of your favorite apps.

I'm not sure to understand what you're asking. You want a notification that's always there no matter if the app is running or not?
That's not possible unless the app uses a constant foreground service which isn't the case nor use full with the app. But when the player is started then you have the player notification that remains available and you can press on it to open the app
