It is possible to set up a vpn (via 3rd-party services, not expensive, or a free server software on a computer you own if you just want to appear to be in a different country/location) and install the client for it on your phone! Doing anything illegal may have consequences, so take care, do some research first.

I have used gpodder on PC, which has gpodder.net service to synchronise use across devices - that seems to be a fairly standard api and supported by multiple apps. I think that protocol/api would be a decent starting point to support/implement, could run your own charged-for service as an option; this would allow people to use other apps until you've developed one for computers (if it comes to fruition). If you did write one I'd like it to be Linux compatible. Java or web-ecosystem implementations would be the most portable and maybe result in more code/libs shared with the mobile version to reduce amount of fresh code to write.

You can manually customise that feed to enable/disable the updates in newer versions "Custom Settings..." option in each podcast's menu, unselect the top item "Keep updated" or enable the "Download" setting override further down and tap the entry that is then enabled below it to customise them. Thats for if you still want to check the feed but not download anything from it
