To put it another way, the current settings structure has 2 levels: "podcast custom setting" override "global settings". This suggestion is to add 3rd level for podcast priority, so "podcast custom setting" overrides "priority settings" overrides "global settings".
Here's my real world use case:
I split my podcasts between high and low priority. I want auto-download enabled for all my high priority podcasts but I want to disable it for the low priority ones because I don't have time to listen to every episode. Currently, the only way to do this is to override the auto-download setting on every single low priority podcast. If I could set auto-download on the priority it would save a lot of time (1 setting change vs dozens of low priority podcasts).
