add a 'play next' option for a podcast episode that bumps it to the front of queue

Unless I'm misunderstanding you, that functionality is already available. If the episode is already in your Playlist, long press on the episode you want to play next, and select "Move as next played episode" from the popup menu.

Can you please provide more detail?
If you start playing an episode in the playlist the player will show the Next track button IF there are other episodes after the current one in the playlist -
