create a desktop app to sync with
Add desktop software where I can listen to podcasts when I'm not mobile, and sync the listened episodes from either PC or mobile phone.

https://gpodder.net/ will allow you to keep track of your podcasts shows and playbacks, there are several android, iphone, mac, windows and linux applications that do support this service.
There is already a suggestion for this feature

A desktop app is the wrong way to go about this. Instead a webapp would work better.

Please, no! A desktop app will instantly make everyone running any other OS a second-class citizen. Unless it's in Java, I guess...

support for gpodder.net synchronisation, you can then sync access using the gpodder software on your pc.

There will not be any desktop app. You can manage your subscriptions using an OPML file that you can export/import from/to Podcast Addict

A first step would be an possibility to "manage" subscriptions from windows. Maybe this could be a simple list of XML-adresses for the start, which would be edited online (e.g. in google-docs)
